In case you haven't heard, recently - there was a road accident in Tanjong Pagar that took the lives of five people. Investigation revealed that the driver's blood alcohol level was above the legal limit. Unfortunately, this wasn't a one-off situation. Just last year alone, "1,000 people were caught by the traffic police for drunken driving in the first nine months."

What can it be attributed to?
